Considerable difficulties have been experienced with the fourth phase of the project – the engineering survey – due to the reluctance of local engineers to undertake work in the tribal area. However, we are glad to report that FDS board member Shafiq Afridi has found an experienced and competent engineering consultancy which will now perform the survey. The work is expected to be completed in April 2009.
This design was then forwarded to an independent engineer for review. This was performed by Oliver Taylor of Atkins Limited UK as the result of an approach through Practical Action Consulting and DEW Point Resource Centre, an organisation which generates and disseminates knowledge on behalf of the Department of International Development (DfID) of the British Government.
The review was completed in July 2009. It approved of the scheme in principle but drew attention to certain of omissions of detail in the design. On their return to Pakistan in July 2009, Shafiq Afridi and Michael Prato discussed this review with Consulting Associates, who agreed to make the necessary amendments.
An approach was then made to the Chief Irrigation Officer of the FATA Administration for formal approval in the form of a No Objection Certificate (NOC). During discussions it transpired that the planned water extraction site on the Bara River had a previously undisclosed potential to disturb the water rights of communities further downstream in the Settled Area. It was therefore the Chief Irrigation Officer's preference that, in accordance with our orginal plan, we draw water directly from Spera Dam, for which he would be prepared to grant an NOC.
The official application procedure comprises of an affidavit from the Jansi Committee being submitted to the local Tehsildar (Councillor), who then passes it on to the Political Agent of Khyber Agency, after which it is then sent on to the Chief Irrigation Officer for his approval and endorsement, and then back to the Political Agent, who then issues the NOC.. This process was begun in the beginning of August and is now nearing completion.
Consulting Associates have agreed to amend their design to conform with the new extraction point at Spera Dam. As soon as the NOC is received they will survey and design the new alignment. Once this new design is completed it will be resubmitted to Oliver Taylor for final review.
This new design contains a cost advantage inasmuch as it renders the construction of a weir on the Bara River redundant. This is partially offset by the greater run of pipe necessary for the distribution system, and the fact that water tests, performed by the Gov of Pakistan Ministry of Science Laboratory in Peshawar, indicated that a chlorination plant will have to be added to the existing filtration systems in the plan.
The Jansi Water Users Committee have been fully involved in these new developments. In particular a survey of water use and sanitation arrangements using technical advice from Water Aid Pakistan has been made to make sure that the scheme complies with WHO standards.

Following completion of the survey, a formal funding proposal can then be prepared.The Australian Government has invited FDS to make an application under the High Commission's Direct Aid Program. A condition of this scheme is that at least 25% of the total funds required are provided by FDS.The FDS board members have personally contributed funds for all preparatory work so far undertaken.

Having been invited to submit a funding proposal by AusAid in August, FDS waited for the completion by Engineering Associates of the survey of the new pipe alignment from Spera Dam, and the accompanying budget revisions, so that they could be incorporated in the final proposal document.
In Sept 2009 the Pakistani Army launched a major operation in the Khyber Agency and the Jansi worksite became part of the theatre of operations.
A 21-hour curfew was imposed on Jansi and the surrounding area. This made further work difficult, although Engineering Associates volunteered to stay overnight in Jansi and try to complete the day or so of remaining work in the three hour window of opportunity available during the day.
FDS thought it prudent to decline this brave offer. The expectation at this point was that the military operation would conform to a usual pattern, ie, two or three weeks of activity followed by a withdrawal, when work could be resumed.
Unfortunately, this time this did not prove to be the case, and the Army operation continued into the New Year.
In March 2010, Jansi village was abandoned by the majority of its population.
FDS accordingly suspended the project pending better times and the return of the villagers. The engineering plans and other necessary documents remain in FDS’s possession, and can be implemented when circumstances permit.
For FDS, the year and a half spent negotiating and developing the Jansi project provided much valuable operational experience.

Following the suspension of the Jansi scheme in March 2010, FDS began seeking a new entry-point for development on the Frontier.
This process was informed by FDS’s key organisational strengths - knowledge and understanding of the social and political environment, access to figures of importance in both the tribal areas, and the FATA and Federal administrations, and long-term contact with liberal and progressive elements in Pakhtun society at large.
FDS decided to mobilise these assets by establishing a sister organisation, FDS (Pakistan), whose Board would comprise of individuals recruited for their honesty, professional competence, influence in key areas, and close connection with the local community.
We began this process in July 2010, and after considerable effort, obtained formal Pakistani registration under the Societies’ Registration Act XXI of 1860 in February 2011. The composition of the Board is listed on this website.
FDS (Aus) and FDS (Pak) will act as a two-way conduit for aid and information. At grass-roots level, it will ensure accurate and disinterested needs assessments, and secure and culturally-sensitive delivery of projects, while at the other, satisfactory financial oversight and direct access to international development resources. In an environment where foreign aid organisations are legally obliged to act indirectly through official or private local intermediaries, which in the past has not always proved satisfactory, the more integrated nature of the FDS collective will aid both clearer understanding and effective action.
FDS’s long term intention is to develop itself into a facilitating, rather than implementing, organisation. Partnerships with larger aid agencies will be sought which will enable their superior resources to be deployed more efficiently on the ground.
In pursuit of this agenda, FDS considers one of its most important roles to be that of an effective communicator, raising awareness and promoting a pro-development agenda in a critical but uniquely difficult environment.

2) Vice Chairman: Malik Waris Khan Afridi
Malik Waris is a prominent and celebrated figure in tribal society. Former Member of the National Assembly. Served as Minister for FATA in the Federal Govt under Benazir Bhutto. Undoubtedly the most influential tribal leader in Khyber Agency, he has extensive contacts amongst his peers in the other seven Agencies. His reputation for honesty and impartiality is such that he is regularly employed throughout FATA by the FATA Secretariat as an arbitrator acceptable to all sides in inter-tribal disputes. He has travelled abroad as a member of Pakistan Govt delegations as a spokesman for FATA and has been frequently invited by the UK and US governments to international seminars in the same connection.
3) General Secretary: Dr Khayal-Ur-Rehman Afridi MBBS, Sindh, MA (Health Management) American University, UK, MA (Public Health) Khyber Medical Univ., Peshawar.
Dr Khayal is a very experienced and well-qualified physician, with a particular interest in Public Health He has practised in remote locations in Pakistan (Medical Officer, Rural Health Centre, Banna Alai, Batagram, Feb 1999 – Nov 2001), major teaching hospitals ( Medical Officer, Ayub Medical College, Abbottobad, Nov 2001 – Oct 2004) and the UK, ( Medical Officer, Gravesend Hospital, 2005 -2006). Since 2006 he has been Deputy Medical Superintendent at Ayub MC Teaching Hospital, Abbottobad. From 2009 to date, he has also served as Communications Officer and Deputy Programme Co-ordinator of the MNCH (Mother, New Natal and Child Health) Programme, a major scheme jointly financed by DfID, Save the Children and the Government of Pakistan.

Dr Wahab is a prominent member of the Pakistani medical fraternity in the field of psychiatry. His early experience in remote locations, (Medical Officer-in-charge, Tehsil Allai, Batagram, Jan 1998 – Feb 1999) was followed by successively more senior posts in his chosen field at the Agha Khan University, Karachi and the Ayub Medical College, Abbottobad.
